ESPD update

Work is underway to address feedback received on the European Single Procurement Document (ESPD).

As of April 2018, the ESPD became a legal requirement for all procurements above the OJEU thresholds. From October 2018, the ESPD must be provided exclusively in an electronic form.

The EU Commission part funded Proactis (previously Millstream) to develop an online ESPD on Sell2Wales. Within the limited flexibility set by the EU Commission, we built Wales-specific questions into the online ESPD covering the important policy areas of modern slavery, blacklisting and steel.

Previous functionalities such as the Supplier Qualification Information Database (SQuID) and Squizard are no longer in place, although the risk-based and proportionate approach should continue. We are aware that a number of users found these to be very useful as part of their previous electronic tendering tools.

We are now working with Jaggaer (previously BravoSolution) to explore a practical solution within eTenderWales. Together we will look at whether an achievable, affordable solution exists, and the potential time it will take to develop this. The scoping exercise is due to be completed by the end of September. We are also working with Business Wales to update suppliers regarding ESPD and answer any questions they may have.
