All Wales printing services framework

The all Wales printing services framework (NPS-CS-0022-15) is now available for NPS member organisations to use.

The NPS has awarded the all Wales printing services framework to the companies listed below. The framework comprises 9 lots covering various aspects of print.

  1. Commercial large volume print: Stephens & George; The Westdale Press Ltd; Zenith Print & Packaging; Harcourt Litho Ltd; McLays Printers; Harlequin Print & Packaging; Deltor Communications; DST Output.
  2. Commercial medium to low volume print: Spectrum Printing; Harcourt Litho; CPS Group; Zenith Print & Packaging; Harlequin Print & Packaging; Stephens & George; The Westdale Press Ltd; Cambrian Printers Ltd.
  3. 5 Zones as follows:
    Zone 1 (Anglesey, Gwynedd, Conwy, Denbighshire, Flintshire, Wrexham): C3 Imaging Ltd; Design 2 Print; Snowdonia Design & Print; View Creative Ltd; Fineline Printing.

    Zone 2 (Ceredigion, Powys): LG Davis; Cambrian Printers Ltd; Powerprint; Y Lolfa; WPG Ltd.
    Zone 3 (Pembrokeshire, Carmarthernshire, Swansea, Neath Port Talbot, Bridgend): Harcourt Litho; J D Lewis Ltd; City & County of Swansea; Mike Clarke Printing.
    Zone 4 (RCT, Caerphilly, Merthyr Tydfil, Blaenau Gwent, Torfaen, Newport): Seargeant Brothers Printers; Harlequin Print & Packaging; Allpay Ltd; Zenith Print & Packaging; Wye Media.
    Zone 5 (Cardiff, Vale of Glamorgan): Allens Printers Ltd; Minuteman Press; SET Office Supplies; The Print Centre Ltd; McLays Printers.
  4. Specialist print and finishing: Zenith Print & Packaging; C3 Imaging; Uprise Print; Cats Solutions Ltd; Lexon Group.
  5. Envelope printing: Harcourt Litho: Mail Solutions UK Ltd; Allens Printers Ltd; SET Office Supplies; Mediascene Ltd.
  6. Newspaper printing: Trinity Mirror Printing.
  7. Direct mail: APS Group; Adare Ltd; FT Solutions.
  8. Security print: APS Group.
  9. Managed service provision: Corporate Document Services.

Mini-competition procedure for lots 1, 2, 3, 4, 5 and 7.

To run mini-competitions, customers may utilise the following tools:

  • eTenderWales (Bravo)
  • eRFQ (through Procserve-Basware - see Annex 2 within 'Contract Information' on Sell2Wales)
  • Sell2Wales RFQ process
  • Issue and receive their documents electronically via e-mail.

For orders placed through lots 6, 8 and 9, customers will need to make a direct award via a call-off from the agreement, without reopening competition.

Following feedback from customers, catalogues have not been produced for this framework. NPS intends to analyse spend after a period of time and work with customers to develop catalogues based on common areas of spend where appropriate.

NPS will shortly be arranging launch events for customers to meet suppliers, with details to follow shortly.

Customers can also utilise the Welsh Purchasing Card (Barclaycard) for this framework.
