Update on Procurement Review

A series of events for customers, suppliers, staff and users of procurement services are being planned for delivery in May/June to encourage input into the Procurement Review in Wales.

The events are part of a plan of communication and engagement signed off by the Review Oversight Board. The plan also includes a regular newsletter and an online platform for sharing documents and holding discussions.

The purpose of the review is to refocus the role of the National Procurement Service for Wales (NPS) and Value Wales within the Welsh Government.

It will develop organisational proposals for using the publics sector’s £6bn annual procurement spend to maximise the economic, social, environmental and cultural well-being of future generations in every part of Wales.

Proposals will cover the range, scope and model of services that the Welsh Government can provide for the public sector; the funding needed to deliver those services; and the oversight and scrutiny required for their effective operation.

The Review, which is due to be completed by September this year, will be conducted as a partnership between the Welsh Government and its public sector partners in collaboration with business. It will:

  • learn from NPS and Value Wales customer feedback 
  • learn from the findings of the Wales Audit Office reports on Public Procurement and the NPS
  • support delivery of Prosperity for All
  • support delivery of the Economic Action Plan
  • take advantage of any procurement opportunities which arise from leaving the EU

The Project Director is Marion Stapleton and the Project Manager is Nick Sullivan.

There is a Stakeholder Group chaired by Andrew Falvey of the DVLA who also sits on the Oversight Board. A Review Delivery Group is also taking a lead role in development of proposals.
