NPS customer and supplier update on the Procurement Review

On 5 September the Cabinet Secretary for Finance, Mark Drakeford provided a written statement of the National Procurement Service and Value Wales.

Within the statement it is noted that the NPS will, over time, cease to exist in its current form.

The statement notes that a new procurement strategy will be developed enabling the full value of procurement to be realised nationally, regionally and locally.

The statement describes that a smaller operation will be established to manage a reduced portfolio of national contracts.

So what does this mean for me?

As an NPS customer

It’s very much business as usual as the new procurement strategy is developed.

We will continue to manage our frameworks and agreements and work to support our customers.

We will be working with you and other stakeholders to review our current agreement seeking to identify those that could continue to be delivered nationally.

Transition to any new procurement operation will be carefully managed ensuring continuity of service and agreements.

We will continue to offer a good deal for Wales through our agreements while supporting the well-being of future generations.

We will keep you informed as matters develop.

As an NPS supplier

It’s business as usual. Usage of our agreements is increasing and on-going management of them will continue.

We will continue with the current framework management processes and the collection of the Mandatory Supplier Rebate.

We will be working with you and other stakeholders to review our current agreement seeking to identify those that could continue to be delivered nationally.

At the time of the establishment of the smaller operation for managing national contracts live agreements will transition or novate to the new operation.

There will be changes to our existing pipeline where it’s identified that future tenders are better delivered on a regional or local basis.

We will keep suppliers informed as to our future procurement plans.
