All Wales eProcurement tools sourcing exercise

The NPS Delivery Group has asked the NPS to undertake a procurement exercise for eProcurement tools for the Welsh public sector.

The current arrangements for eTradingWales and eTenderWales are in place until 11 January 2019. Future funding arrangements for the services are subject to ministerial approval. However, to allow sufficient time for any procurement which may be required, the NPS Delivery Group has decided to begin the process. This will ensure that there is no gap in service provision. We are aiming to have any new arrangements to be in place by the end of June 2018.

A prior information notice (PIN) for a 'Dynamic purchasing system of eProcurement tools’ for the Welsh public sector was published on 21 December last year.

The scope of the DPS could include:

  • Sell2Wales
  • financial scoring and risk analysis
  • sourcing (auctions, evaluation, moderation, contract award)
  • electronic signatures
  • catalogues
  • eInvoicing
  • contract lifecycle management
  • training
  • supporting professional services

As part of the planning for the procurement, we held 2 customer engagement sessions earlier this month, following a supplier briefing event. A category forum group will be established to represent the sectors and provide input to the Options Appraisal which will be reviewed by the NPS Delivery Group in February 2018.
